### Independent Auditor's Report of Financial Statements

We have audited the accompanying financial statements of Islamic Development Bank – Lives and Livelihoods Fund (the “Fund”) which comprise the statement of financial position as of December 31, 2022, and the related statement of activities and changes in net assets and the statement of cash flows for the year then ended, and the notes to the financial statements, including a summary of significant accounting policies.

In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the Fund as of December 31, 2022, and the results of its activities and changes in net assets and its cash flows for the year then ended in accordance with the Financial Accounting Standards issued by the Accounting and Auditing Organization for Islamic Financial Institutions (“AAOIFI”).

In our opinion, the Fund has also complied with the Shari’ah Rules and Principles as determined by the Group Shari’ah Board of the Islamic Development Bank Group during the period under audit.

Mauritania 

Healthcare icon

Mauritania is essentially a desert country in North Africa, with vast expanses of pastoral land and only 0.5% of arable land and spans across 1.03 million sq km. Maternal and neonatal mortality in Mauritania are among the highest in the world due to poor access to prenatal and emergency obstetrical care, mainly in rural areas. Access to quality maternal and neonatal healthcare is a critical challenge for rural populations, mainly due to regional disparities related to geographic accessibility.

Regional overview – MENA

The MENA (Middle East and North Africa) region includes approximately 19 countries, according to World Atlas, and has a population of nearly 600 million people. The MENA region accounts for approximately 6%, according to World Atlas. The region has the world’s highest youth unemployment rate, 27.2% in the Middle East and 29% in North Africa, per the World Bank. High rates of youth unemployment have fed into civil unrest, and job creation presents the biggest challenge facing most MENA governments. Aside from abundant human capital, the MENA region also boasts 60% of the world's oil reserves and 45% of the world's natural gas reserves. The world's largest oil reserves can be found in the Middle East, with Saudi Arabia at 266.2 billion barrels being the world’s largest exporter. The MENA region is highly vulnerable to the effects of climate change, with roughly 12 million hectares of land lost every year to desertification, according to the United Nations.
